To facilitate the opening of the French electricity market, Electricité de France (EDF) is making available access to 6,000 MW of generation capacity in France, approximately 10% of France’s electricity supply. The capacity is being made available through products (contracts) conferring rights to acquire energy on certain terms and conditions. The contracts are being sold by an advanced,
multiple ascending-clock auction designed by Market Design Inc. and
implemented on the PowerAuction software system. EDF conducts
these auctions at quarterly intervals. On July 4, 2003, the Belgian Competition Council (Conseil de la Concurrence/Raad voor de Mededinging) approved various transactions leading to the appointment of Electrabel Customer Solutions N.V./S.A., a subsidiary of Electrabel, as the default supplier for the customers of several intermunicipal distribution companies, subject to certain undertakings. As part of these undertakings, Electrabel has agreed to offer, to actual or potential competitors, up to a maximum of 1,200 MW of Virtual Power Plant (VPP) capacity in Belgium. VPPs represent rights to nominate electricity output for the following day on Elia's high voltage grid (hub) at a pre-defined price. The contracts are being sold by an advanced,
